In 1999, Glasgow City Council agreed to take up to 10,000 asylum seekers as part of the UK government's dispersal programme. The Gallery of Modern Art (GoMA) was given the challenge of developping programmes to deliver services for asylum seekers and encouraging integration with existing Glaswegian communities. The result was Sanctuary: Contemporary art and human rights, an exhibition and outreach project exploring issues surrounding asylum seekers and refugees. Its success has led to biennial social justice programmes becoming an integral part of GoMA's work. Subsequent programmes have focused on violence against women and sectarianism, resulting in powerful exhibitions by international high-profile artists and community groups. How does a contemporary art gallery, or indeed any museum or gallery, begin to address such difficult issues? Can contemporary art make a change in the communities in which we live and work? Publication is a record of how GoMA rose to the challenge, what worked and what didn't, and what they learnt from the process
