"This anthology is an outgrowth of a conference titled "The Russian Armed Forces at the Dawn of the Millennium," held at the Collins Center of the Army War College's Center for Strategic Leadership from 7 through 9 February 2000. The genesis for the conference was the realization by several members of the staff of the Collins Center and Army War College faculty that the U.S.-led NATO operation in Kosovo resulted in a significant shift of Russian views on the United States and NATO. The conference also complemented our general objective of examining the changing environment in which the United States-including its armed forces-finds itself. The conference brought together over 50 individuals from academia and the policy and intelligence communities to examine the current state of the Russian military. Focusing primarily on the socio-political dimension of the military but not ignoring the military-technical dimension, the presentations delivered during the conference looked at Russia's domestic environment, the state of the military, perceived threats, and Russia's capacity to generate responses to those threats."--DTIC web site

"The design and conduct of campaigns and major operations begins with defining the center of gravity. Center of gravity determination is essential for maintaining focus on goals and aims, for the proper allocation and usage of military resources, for maximizing the effectiveness of plans, and for denying the enemy the achievement of his aims. Correctly identifying the center of gravity is critical to the success or failure of military campaigns. This study offers a method for determining the center of gravity of any entity or actor, friendly or enemy; for analyzing campaign options; and for applying center of gravity determinations to the planning and execution of the campaign. This study is the result of two years research by senior experts and case studies performed by Army War College students from all Services. The resulting model is not only robust and flexible, but it is also simple enough for any strategic planner or student of the art of war to use in learning about center of gravity concepts and processes. As Clausewitz has said, Everything in war is very simple, but the simplest thing is difficult. This phrase applies to Clausewitz and his rendition of On War as well. The concept of Center of Gravity is so simple, yet the faculty of the Army War College can debate its meaning for years, the U.S. military can interpret it to mean different things, military forces throughout the world can understand the idea in different ways. Clearly the center of gravity determination is a controversial topic for many reasons. Among them is the fact that each Service has a different view of what constitutes a center of gravity, because each Service has a different perspective of the battlefield. On the question of is there one center of gravity or multiple centers of gravity, this model may violate current views of doctrine. "Responding to Environmental Challenges in Central Asia and the Caspian Basin" was a USCENTCOM conference cosponsored by the Office of the Deputy Under Secretary of Defense for Environmental Security (DUSD-ES), the Center for Strategic Leadership (CSL) of the U.S. Army War College, and the George C. Marshall European Center for Security Studies, and hosted by the Marshall Center in Garmisch-Partenkirchen, Germany. This conference brought together senior military and civilian leaders for the Central Asia and the Caspian Basin states, international academics, the private sector, governmental and military subject matter experts, and non-governmental organizations to examine critical environmental issues that affect the security of the region. The conference focused on how the region's military can play a meaningful role in maintaining and improving the environment and responding to natural and man-made disasters. It also demonstrated how these efforts might promote a closer working relationship with USCENTCOM and create new roles of military support to civil authority

About the Workshop: The "Information Operations and Winning the Peace" workshop, held at the U.S. Army War College (USAWC), Carlisle Barracks, Pennsylvania, was a collaboration between the War College's Center for Strategic Leadership (CSL) and the Advanced Network Research Group, University of Cambridge (UK). It brought together, over a three-day period (29 November to 1 December), an audience of some 60 leaders and practitioners representing the military, national security, intelligence and interagency communities, as well as academia. It included representatives from the U.S., UK and Canada. The venue was CSL's Collins Hall and the workshop structure consisted of introductory expert briefings followed by small group discussions. Three case studies drawn from the Israeli-Palestinian conflict served as the "driver" for small group work. These case studies examined aspects of the second Intifada phase of that conflict (circa 2002) and looked at the realities and challenges of managing "information effects" in a counterinsurgency at the tactical, operational and strategic levels. The case studies provided a jumping off point for discussion of the issues and challenges facing U.S. and coalition militaries in adapting to the complexities of the "long war." The workshop was an unclassified event, and the Israeli-Palestinian case studies allowed participants to engage issues without prejudice or risk to on-going operations
