This is a printed circular issued from Chillicothe, Ohio, and mailed to James Morrison of Lexington, seeking support for a subscription drive to build and equip a warship for the U.S. government. The mailing was sent by Joseph Kerr, chairman of a committee formed in Chillicothe to raise money for a ship. The committee wished to build and completely equip a ship with seventy-four guns to present to the U.S. government to be commanded "by the brave and intrepid Captain David Porter, as a tribute of honor for his brave defense of the late U.S. Frigate ESSEX." The Chillicothe group sought to open a correspondence with committees of gentlemen in Lexington and Nashville, Tennessee, "placing before them our wishes and inviting the co-operation in the pleasing tribute of honor." The circular bore the names of Morrison, Thomas Bodley, Thomas Pindell, John W. Stuart, George Trotter, and Lewis Saunders on the front, presumably as the Lexington committee. The circular was dated July 25, 1814
