This Active Transportation Priorities Plan provides a review and update to HRM's 2006 Active Transportation Functional Plan and proposes priority initiatives for the next five years. The purpose of this plan is to identify the means by which the municipality will work to double the number of residents who chose to walk or bicycle for trips to work, school, shopping, and services. This objective is tied to overarching objectives in the Regional Municipal Planning Strategy to increase the number of walking and cycling trips and to develop complete communities. The objective to provide facilities and programs to encourage more walking and cycling in the municipality is shared by jurisdictions in Nova Scotia, Canada and around the world. Starting in Europe in the 1970's and in North America in the 1990's, jurisdictions have increasingly incorporated facilities, education and promotion for walking and cycling into their standard practices and operations. As with other jurisdictions, our progress has been steady, but there remains much to accomplish. Retrofitting existing roadways and changing established mobility patterns takes time

In 2006 Halifax Regional Municipality (HRM) developed its first Active Transportation (AT) Plan as one of the functional plans flowing from the Regional Municipal Planning Strategy. The AT Plan provides a broad framework for pedestrian and bicycle facilities for all of HRM. The plan is a comprehensive high-level strategy that provides considerable information about policy, facilities, programs and networks, but lacks recommendations for routes and areas within HRM that should be given the greatest priority. With HRM now undertaking the first five-year review of the Plan, staff, community groups and politicians all have different ideas regarding current priorities for cycling infrastructure within HRM. This report views the Halifax Peninsula as a strategic area of focus for the development of new on-street bicycle infrastructure, identifying priorities for the bicycle network over the next five years. This work will support the current AT Plan review by informing the network component of the strategy
