A 1986-87 survey of 105 local education authorities (LEAs) in England, Scotland, and Wales was conducted to ascertain the LEAs' responses to the 1981 Education Act mandate to keep special educational provision under review. Of 74 responding LEAs, 2 had not started reviews, 20 had reviews underway when surveyed, 11 said special education was continuously under review, 34 had completed reviews, and 7 had reviewed specific provision areas but had not reviewed special education generally. Variations in responses to the Act have led to criticism of the lack of central guidance and a lack of funds to properly implement the new law. There is a marked contrast between LEAs that have carefully looked at overall strategy and those that have parcelled it up into separate categories with no coherent whole. Appendix 1 summarizes a House of Commons Select Committee Report which concluded that extra resources are needed to enable LEAs and schools to implement the act properly and that LEAs must develop coherent policies in consensus with parents, teachers, and voluntary organizations. Also provided are statistics on the number and proportion of children with statements of special educational needs by lea; lists of publications; and addresses of LEAs, organizations, and government departments.
