It is necessary for the United States to make better use of its resources, both human and environmental, if there is to be an optimal distribution of population. This requires the innovative application of communications technology to make life in rural communities more attractive. In terms of continuing education, there are presently two means of distributing materials. One is audio tape with text, and the other is video--either through live pick-up or stored on tape. The development of video storage discs may make stored video more feasible. Community colleges would seem to be the institution best suited to offering courses in learning centers over wide geographical areas. As a pilot operation six community colleges have formed a consortium called access to work with Goldmark Communications in developing the requirements for a delivery system, and to develop six courses to be made available to all educational institutions. In order to make the distribution of these courses nationwide, the Rapid Transmission and Storage (rts) facility of ats-6 might be used. (Wbc)

The New Rural Society (nrs) project is federally funded to apply telecommunications technology to ease the plight of the cities by upgrading life in rural communities. The resulting voluntary decentralization of people, business, and government, will, it is hoped, create the necessary conditions to bring the urban and energy crises under control. During its four and a half years of existence the nrs project has conducted a broad study of the historical influences of science and technology and a number of studies in five specific areas: employment, health care, continuing education and vocational training, entertainment and cultural opportunities, and community interaction. This paper gives a general overview of these five specific studies and discusses the implementation of nrs recommendations, both in general and in detail for such areas as transportation, urban needs, employment, health care, adult and vocational education, postal service in rural areas, environmental protection, energy, and communication service. Unedited video documentation of the opening ceremony and press conference related to Shakespeare on Broadway, also known as the Belasco Project. The project, initiated by Joseph Papp, offered free productions of Shakespeare by a multi-ethnic company of actors to over 200,000 secondary school students. The aim of the effort was to boost academic performance and ultimately develop a future constituency for the theater. Begun as partnership with the New York City Board of Education and the Shubert Theater, the project was also funded with a $500,000 grant from the Long Island newspaper Newsday. Tape begins abruptly as Papp makes a short opening speech in front of the Belasco Theater and then turns on its marquee lights. Afterwards Mayor Ed Koch, Board of Education Chancellor Nathan Quiñones and Newsday publisher Robert M. Johnson speak on the benefits and aims of the project. Tape cuts abruptly to a press conference in City Hall led by Koch. Times Mirror Company executive Peter Goldmark, President of the Board of Education Robert Wagner Jr., Papp and program director Estelle Parsons further discuss the origins, organization and possible outcomes of the educational effort

The New Rural Society Concept, which urges establishment of a more balanced rural-urban population distribution in response to the interdependent rural-urban energy crisis, is explicated in this report on a model project initiated in 1972 in 10 northeastern Connecticut townships. The following are cited as major project objectives: (1) to obtain information and experience in the application of communications technology for the development of rural areas; and (2) to develop a model of organizational procedure that would be transferable to other rural areas. Organized via three major project tasks, this report details: (1) Regional Community Development Task; (2) Institutional Development Task (business and government); and (3) Experimental Communications Task (lab experiments and field tests). Focusing on the means to improve rural quality of life in the areas of health, education, entertainment, culture, and community expression via use of existing communications technology in the test area, this report indicates: (1) use of communication techniques can improve rural quality of life; (2) urban office relocation in conjunction with teleconferencing can facilitate the location of business and government components in rural towns; (3) audio-only teleconferencing can be more effective as a substitute for face-to-face meetings than has been previously thought.
