Judicial voting has its challenges primarily because voters have very little knowledge about the candidates. This forum features Ohio's Supreme Court Justice Maureen O'Connor interviewed by television anchor and attorney Colleen Marshall. Many voters purposely skip the judicial section of the ballot blank, in some elections, up to 25%. Surveys conducted by the Ray C. Bliss Institute of Applied Politics at the University of Akron, supported the fact that Ohioans don't vote for judges because they don't know enough about the candidates. It also found that almost half of the respondents said that a non-partisan guide to judicial elections would be valued. In an effort to increase knowledge about judicial candidates, Justice O'Connor, along with partners including Akron's Bliss Institute, the Ohio State Bar Association, the League of Women Voters of Ohio, and the Ohio Newspaper Association, is spearheading the Judicial Votes Count project. The goal is to better educate Ohioans about judges and increase voter participation. As an elected judge, Justice O'Connor wants Ohioans to understand the importance of judges' roles in the community. The project organizers will create and publicize a website that will explain the role of judicial positions across that state, specify the candidates, and offer information from those candidates about their views, qualifications and experience. The new website is scheduled to be ready in September for all Ohio judicial elections this fall. In addition to the voter education initiative, Justice O'Connor is promoting changes on the ballot and the timing of those elections. Currently, the judicial portion of the ballot is at the bottom, which may give the impression that this portion of the electoral is less important. Justice O'Connor would like the judicial section moved up in the on the ballot. She would also like to change judicial elections to odd years to avoid major election campaigns of statewide and federal positions which garner more publicity. Changing to the odd numbered years could give more attention to the judicial candidates
