To adapt to these changes, both industry and the military evolved in both requirements determination, development of new products, and rapid modifications of existing vehicles. It is the evolved military ground equipment required in these theaters, and industry's role in provisioning them, that motivated this evaluation of the LCS industry. The Land Combat Systems Industry Study spent four months visiting manufacturers, policy makers, and depots to compile this report. Over the course of the study while researching the Structure, Conduct and Performance of the industry, the seminar developed the following Major Findings on strategic issues identified and reported in report sections that follow below. 1. Reform the requirements generation process to become more responsive and agile in the face of changes in enemy tactics and evolving US tactics. 2. Partnerships between firms and within firms (labor and management) are crucial to agile response to changing requirements. 3. There was sufficient surge capacity within the LCS industrial base to meet the demands of the campaigns in Iraq and Afghanistan. 4. Public-Private Partnerships and joint-ventures were expanded during the last 4-6 years illustrating the globalized nature of the industry and the evolving role of government-owned depots in production of combat and tactical vehicles. 5. Every vehicle is now a &quot;combat vehicle&quot; that sports a measure of armor protection and weapons. 6.
