The best kept secrets in government : a report to President Bill Clinton by National Performance Review (U.S.)( Book )

10 editions published in 1996 in English and held by 1,171 WorldCat member libraries worldwide

The federal government workforce is now the smallest it has been in more than 30 years, going all the way back to the Kennedy Administration. (2) The cuts were long overdue. People had long since grown tired of new government programs initiated each year, with none ever ending. They were tired of stories about senseless sounding government jobs, like the Official Tea-Taster, tired of larger and larger bureaucracies in Washington interfering more and more with their lives. For years, presidential candidates have been promising to make government smaller. But until Bill Clinton, none delivered. The workforce cuts are saving lots of money. For fiscal year 1996, the average government worker costs more than $44,000 a year, not including office space and supplies. (3) Cutting a quarter million jobs, therefore, can save well over $10 billion annually. But that's not the half of it. The savings from all the common sense reforms we have put in place total $ 118 billion.* Put that together with the benefits of our healthy economy, and you'll see that the Clinton-Gore Administration has come up with another one for the record books: four straight years of deficit cuts, for a stupendous total reduction of $476 billion.(4) Even though big cuts in government were long overdue, and even though they are a crucial step in getting the country out of the red, there is a right way and a wrong way to cut government. The right way is to show some consideration for the workers

People said it couldn't be done. When President Bill Clinton announced in March 1993 that "the federal government is broken and we intend to fix it," old hands in Washington, D.C., shook their heads. You'll never fix the federal government, they said. Been there, done that, doesn't work. When he announced a governmentwide initiative to reinvent government called the National Performance Review, the skeptics raised a collective eyebrow. And six months later, when the National Performance Review's first report- From Red Tape to Results: Creating a Government that Works Better and Costs Less the blueprint for reinvention-was published, they sighed, Another report for the shelf" But they didn't count on the experts President Clinton called in to run the show

The Department of Housing and Urban Development (HUD) is the federal agency primarily responsible for housing programs, enforcement of fair housing laws, and improvement in the quality of life in the nation's cities, towns, and villages. More than 10 million Americans benefit directly from HUD's single-family mortgage insurance and housing subsidy programs. Millions more benefit directly and indirectly through HUD's other major programs, such as community development block grants. HUD was established as a cabinet-level agency in 1965, charged with the broad mission of both creating and maintaining decent, affordable housing and stable communities. The National Performance Review (NPR) analysis indicates that HUD's most pressing problems and the greatest opportunities for improvement are in management of public housing and asset management and disposition
