There is a lack of a common view regarding precisely [beta]What is a threat?[gamma]and [beta]What is security?[gamma] which is the heart of the stability problem in Latin America. These authors acknowledge that the traditional definition of security and threat is no longer completely valid. They understand that a more realistic concept includes the protection of national sovereignty against unconventional internal causes and attackers. They also recognize that a close linkage exists among security, development, and democracy. Nevertheless, they were reluctant to take a broadened definition of national security to its logical conclusion. That is, to correspondingly broaden and integrate the roles of the national security forces into an internal sovereignty protection mission. Colombians now understand that that role is what makes stability, development, nd democracy possible. The security-stability equation in Latin America is extremely volatile and dangerous. In terms of the kind of environment that is essential to the entire North American strategy for the hemisphere, that stability situation is deserving of much more attention than it has had in the recent past

Transnational criminal organizations (TCOs) are not untouchable. The blows against TCOs around the world are significant feats; they are the result of collaborative efforts among nations committed to securing their homelands. Yet, the undertaking is not complete: The brutality of criminal networks continues to spill over borders, and violence looms large. Nowadays, being versed in the dangers of organized crime is not enough to defeat it. The only option is to take action, collective action, to safeguard our countries and our people. The 2011 U.S. Strategy to Combat Transnational Organized Crime (TOC) states that it is possible to constrain, shrink, disrupt and dismantle criminal and insurgent groups, but TOC is a global problem that requires a global response. Because they operate in decentralized, constantly changing networks, no one nation or organization can successfully counter transnational criminal organizations; it requires collaborative efforts among all affected countries. The Latin American and Caribbean Center of Florida International University, the U.S. Southern Command, and the Strategic Studies Institute of the U.S. Army War College held the ninth in a series of major annual conferences dealing with security and defense matters in the Western Hemisphere on February 1-3, 2006, in Miami, Florida. The conference, entitled "The Challenge of Governance and Security," brought together over 150 conferees who participated in a program of panels, question and answer sessions, and workshops. They exchanged perspectives and evaluated the contemporary hemispheric security situation. The discussed issues amicably, with less tendency than in the past to either blame the United States for everything, or look to Washington to solve all of Latin America's problems. None of the participants viewed the military as a menace, but rather as an important asset that had to be utilized effectively along with other instruments of national and international power to generate security, stability, development, democracy, and effective sovereignty. In this context, the conference dialogue centered on a broad and virtually all-inclusive internal threat environment, and the need for "good governance" to deal with a situation in which "everything is a part of everything else." The following key points and recommendations were made: (1) a contemporary assessment of Latin American and Caribbean security must address a comprehensive, all-inclusive threat environment and consider the utility of all instruments of state power; (2) significant threats to individual and collective security, within the context of stability, development, democracy, peace, and effective sovereignty, seriously diminish overall Latin American and Caribbean security; and (3) dealing with threats in such an interrelated and interdependent context requires "good governance," an imperative that must be taken seriously and operationalized
