"Latin America has never mattered more for the United States. The region is the largest foreign supplier of oil to the United States and a strong partner in the development of alternative fuels. It is the United States' fastest-growing trading partner, as well as its biggest supplier of illegal drugs. Latin America is also the largest source of U.S. immigrants, both documented and not. All of this reinforces deep U.S. ties with the region--strategic, economic, and cultural--but also deep concerns. This report makes clear that the era of the United States as the dominant influence in Latin America is over. Countries in the region have not only grown stronger but have expanded relations with others, including China and India. U.S. attention has also focused elsewhere in recent years, particularly on challenges in the Middle East. The result is a region shaping its future far more than it shaped its past. At the same time Latin America has made substantial progress, it also faces ongoing challenges. Democracy has spread, economies have opened, and populations have grown more mobile. But many countries have struggled to reduce poverty and inequality and to provide for public security. The Council on Foreign Relations established an Independent Task Force to take stock of these changes and assess their consequences for U.S. policy toward Latin America. The Task Force finds that the long-standing focus on trade, democracy, and drugs, while still relevant, is inadequate. The Task Force recommends reframing policy around four critical areas--poverty and inequality, public security, migration, and energy security--that are of immediate concern to Latin America's governments and citizens. The Task Force urges that U.S. efforts to address these challenges be done in coordination with multilateral institutions, civil society organizations, governments, and local leaders. By focusing on areas of mutual concern, the United States and Latin American countries can develop a partnership that supports regional initiatives and the countries' own progress. Such a partnership would also promote U.S. objectives of fostering stability, prosperity, and democracy throughout the hemisphere."--Publisher Web site

The brace consists of two fiberglass-epoxy rods attached to a calf band at one end, and the shoe at the other end. The flexibility of the rods allows for almost-normal ankle and foot motion without the necessity for an ankle joint, and without sacrificing necessary medial-lateral stability. (Author)

The design and development of a foam in place emergency splint for field use is described. The splint pack is comprised of a two component polyurethane foam resin system contained within a cushion backed plastic film envelope. In use, the foam components are mixed within the package and the envelope applied to the fractured limb. Within several minutes the foam hardens to form a well contoured weight bearing splint. Evaluation of the process conditions of the fabrication of smooth-surfaced porous laminates( Book )

A new technique for preparing porous laminates with smooth surfaces was investigated. This method utilized a polyvinyl alcohol (PVA) sleeve for forming the smooth outer surface of the laminate. This sleeve was pulled over the laminate at the end of the precure cycle and allowed to remain until the laminate was sufficiently cured to maintain its surface contour. Additional curing, without the PVA sleeve is necessary to insure proper strength. Detailed processing conditions were determined. This new technique resulted in highly porous laminates with very similar surface appearance as nonporous laminates. (Author)

The bending, compressive, and impact strengths of the quick rise formulation are determined and compared to the regular PE 15 foams. The quick rise foams were superior in all properties tested. The quick rise foams reached a tack free state in 5-6 minutes compared to 15 minutes for the regular PE 15 foams. This quick rise formulation should be satisfactory for foam-inplace splints. (Author)

Two commercial plasticizers, Admex 770 and Flexol PEP, were substituted into the outer layer of the latest cosmetic dilaminar glove formulation to determine their desirability as non-polymerizable plasticizers. Two formulas gave greater stain resistances than the present formulation without an appreciable reduction in room temperature or low temperature flexibility. These formulations replaced completely the presently used nonpolymerizable plasticizers. (Author)
