Dessinée par Lucio Costa et Oscar Niemeyer, érigée en quatre ans sur le vaste plateau situé au cœur du pays, loin des grandes villes de la côte, la capitale sortie de terre se voulait le symbole de la modernisation et des transformations sociales du Brésil. Mais l'utopie n'a pas tenu ses promesses. Connu pour ses films tropicalistes excentriques et engagés ("Macunaima", 1969), Joaquim Pedro de Andrade adopte ici un style classique : travellings aériens soutenus par la musique d'Éric Satie sur les blocs d'habitation, les axes routiers, les monuments. Mais la somptueuse apesanteur des plans est bientôt subvertie par le commentaire et l'intrusion du cinéma direct. "Brasilia est une ville comme les autres" : les ouvriers qui l'ont construite, rejetés dans les cités dortoirs à plusieurs kilomètres du centre, témoignent de leur exploitation. Certes, depuis 1964, le Brésil vit sous la dictature militaire et la situation de la capitale reflète le désastre politique du pays : "les contradictions de la ville sont des contradictions nationales." Mais la critique est plus profonde, elle interroge le caractère volontariste et décoratif du projet moderniste antérieur au coup d'État. Tant que règnent la misère et l'inégalité parmi le peuple, la cité idéale n'est-elle pas d'une triste beauté ?
