This QQPRI has been developed by the United States Air Force to assist MAP countries in determining the type and numbers of personnel required to maintain the F-5A and F-5B Weapon Systems. Recommendations herein have been based on more than two years experience in operating the T-38. Differences between T-38 and F-5A/B, including the armament system, have been taken into consideration as well as differences in the missions. Personnel requirements are identified in terms of the USAF Airman classification structure as established by AFM 39-1 and standard USAF maintenance procedures and organizations as specified by AFM 66-1. Translation of this data into a specific MAP country structure should consider differences in operational and maintenance concepts, personnel systems, and technical capability of the personnel resource. The QQPRI is intended as a basic guide and reference in the areas of personnel and training and should be of value to those who are concerned with: (a) The identification of skills and knowledges needed to operate and maintain the system. The emphasis of the present study has been to gather and analyze quantitative and qualitative information on the progress of restorees from the Retraining Group six months following restoration. The hypothesis of the study is that a follow-up analysis of important restoration outcomes is a logical place at which to begin an evaluation of the effectiveness of the Air Force's rehabilitation effort. Evaluative criteria established for the study include: retrainee dispositions; rates of successful restoration; squadron commander ratings on usefulness and performance of duty of restorees; skill level gains; rank improvement; and career field representation. Previous studies in this continuing series indicate that the Retraining Program has an amazingly high performance record, both quantitatively and qualitatively, compared with other military and civilian correctional institutions.
