Although the topic of school choice has been debated since the time of Adam Smith and Thomas Paine, the current debate originated with Friedman's ideas on vouchers in the 1950s, the Jencks proposals in the 1960s, and has continued forward to the present. In California, a voucher initiative was put on the ballot in 1992. Although it was soundly defeated, many public school administrators and personnel were apprehensive about the sentiments of the voting populace of the state of California. Because California is a direct democracy state, initiatives may be placed on the ballot at any time by special interest groups. Therefore, the issue could resurface at any time

Most political scientists argue that the term "public policy" encompasses both the actions of government and the intentions that determine those actions. This paper presents an overview of theories about the sources of impetus for policy changes, reviews public policy formation about school choice at the national level and in California, and discusses the role of the initiative process in shaping California educational policy. It introduces the concept of "public entrepreneur" in the educational market place and describes the formation of an action coalition in California. The school-choice initiative, Proposition 174, was defeated in the November 1993 California elections. In response to concerns raised by the failed initiative, the superintendent of San Bernardino County formed a Community Coalition task force to develop school-improvement projects. Proposition 174 focused the attention of public administrators and elected officials on their constituents' concerns, created a broad-based coalition, and facilitated the evaluation and improvement of projects begun in response to issues raised by the campaign.
