This report attempts to provide a systematic analysis of some types of civil disturbances and a survey of related developmental materiel. The major limitation of the analysis is its restriction to ghetto - type riots, necessitated by limitations in time and available information. However, the materiel items described are universal in application to various forms of civil disturbances. The first part of the report analyzes such riots by identifying common characteristics of a number of disturbances which have occurred in the United States and describing the experiences of various security forces in their control. The latter part of the report serves as a catalog of materiel items, not already in the Army inventory, which may be useful in providing a more flexible response to the special requirements of riot control

The advantages of electrical less-lethal weapons are discussed along with the general less-lethal weapon evaluation model. The basic electrical parameters of voltage, current, power and frequency are discussed. General data is developed relative to the physiological responses. A parameter termed as no- let-go current is considered and data values are presented to provide limits for both desirable and undesirable usage effects. These effects are discussed in some detail and related to application for a 50 kilogram man. Information required for utilization with the general less-lethal weapons evaluation model is assembled where feasible. Finally, two existing electrical less-lethal weapons are briefly discussed and their prime characteristics noted

Models have been developed for evaluating chemical devices in the one-on-one and barricade-and-hostage types of law-enforcement scenarios. Thus, with the model developed under an earlier task for evaluatiing chemical devices in the crowd control-type scenario, models have now been developed for evaluating chemical devices in the three general types of law enforcement type-situations deemed amenable to the effective employment of chemical incapacitating agents. The quantitative measures obtained for selected devices, tested under another task, have been used in these models to obtain estimates of sample performance levels of these devices when employed in applicable scenarios.
