An analysis was made of C-130E tactical airlift capability for various types of intratheater aiflift operations. Using COMBAT SAMPLE data and assuming no resource or operational constraints, an analytic model is used to compute the maximum capability (in flying time per aircraft per day) of a squadron flying four different tactical airlift missions. For scheduled, or on-call, random request operations (considered the most 'typical'), the Air Force planner can expect no more than 5.6 flying hours per C-130E per day; for austere, preplanned operations, about 7.3; and for area support operations, about 6.3. A SAMSOM II stimulation model is used to determine how maximum airlift capability is affected by reducing direct maintenance manpower. Simulations show that 500 to 625 assigned maintenance men would allow maximum capability; 400 to 435, 90 to 98 percent; 225 to 255, 60 to 70 percent; and with 100 assigned maintenance men, a squadron of 16 aircraft could achieve only 10 to 25 percent of its maximum capability. An analysis was made of tactical aircraft capability based on SAMSOM II simulations of actual C-130E operational data, for Project COMBAT SAMPLE. Demonstrated capability ranges from 5.4 to 6.3 hours per aircraft day. Simulations suggest that the higher figure could be attained at the cost of (1) severe degradation of missions, (2) virtual elimination of reserve capability, and (3) a shortage of maintenance specialists. Elimination of residual emergency aircraft in favor of higher utilization imposes value-judgment problems on airlift managers. To aid them, simulations can construct tradeoff curves that permit comparison of various utilization capabilities with corresponding residuals. The shortage of maintenance specialists could be alleviated by (1) spreading maintenance personnel among the main operating base and forward operating locations and (2) balancing crew chief and specialist manpower spaces. Estimates of wartime airlift capabilities depend on many interrelated factors, including utilization and ACL, available aircraft, resource mix, and priority requirements. (Author)

Specific absorption rate (SAR) value is dependent on permittivity value. However, variability in the published permittivity values for human and animal tissue and the development of sophisticated 3-dimensional digital anatomical models to predict SAR values has resulted in the need to understandhow model parameters (permittivity value) affect the predicted wholebody and localized SAR values. In this paper, we establish the partial derivative of whole body SARs and localized SAR values (defined as SAR for individual organs with respect to a change in the permittivity values of all tissue types, as well as for those tissues with the most variable permittivityvalues. Previous work suggests that sustained exposure to millimeter waves causes greater heating of skin and faster induction of circulatory failure than environmental heat (EH) exposure. We compared temperature changes in skin and the time to reach circulatory collapse in male Sprague-Dawley rats exposed to the following conditions in three separate experiments: (1) ER at 42 degrees C, 35 GHz at 75 mW/sq cm, or 94 GHz at 75 mW/ sq cm under ketamine and xylazine anesthesia; (2) ER at 43 degrees C, 35 GHz at 90 mW/sq cm, or 94 GHz at 90 mW/sq cm under ketamine and xylazine anesthesia; and (3) ER at 42 degrees C, 35 GHz at 90 mW/sq cm, or 94 GHz at 75 mW/sq cm under isoflurane anesthesia. In all experiments, temperature increase at the skin surface differed significantly in the rank order of 94 GHz> 35 GHz> EH. Time to reach circulatory collapse was significantly less only for rats exposed to 94 GHz at 90 mW/sq cm compared to both the 35 GHz at 90 mW/sq cm and the ER at 43 degrees C groups. The data indicate that body core heating is the major determinant of induction of hemodynamic collapse in this model of millimeter wave overexposure
