The book contains papers presented at a July 1973 conference sponsored by the Engineering Foundation of New York City, the American Psychological Association, and the Engineering Foundation for Professional Development. The papers examine the psychological and motivational changes which occur in midcareer engineers (Approximately age 40), with respect to the engineering profession's desire to maintain a high level of performance in post-midcareer engineers. The first of five sections contains five papers concerned with defining and isolating the factors involved in technical obsolescence and updating. In the second section, four papers present results of recent studies which refute the misconceptions generally held of the declining capabilities, adaptation, and motivation with increasing age. In the third section on training and retraining, four papers deal with individualization of instruction, computer-assisted instruction, self-directed career planning, and Federal government retraining programs. The fourth section (two papers) deals with work motivation and updating and organizational climate factors which can stimulate professional growth. In the fifth section, four papers describe specific industry, government, university, and professional society continuing education programs. The final section (two papers) discusses new approaches to improving the competence of older professionals along the lines of job enrichment and job redesign. (Jr)

A report on the research done on electrostatic acceleration of charged particles is presented. The technical aspects of accelerating ballistic projectiles by electric fields and the operation of a 120 kv accelerator were discussed in previous reports. It was demonstrated that particles having dimensions of a few microns could be efficiently accelerated to 2 km/sec or so at modest voltage levels

Pertinent space charge equations and numerical values are presented for application of electron beams to achieve high specific impulses for rocket propulsion. A chart is derived for space charge limited mass flow where the ratio of molecular weight to number of electronic charges is plotted against accelerating voltage at 1-cm fixed spacing. The Pierce gun (J.R. Pierce 'Theory and Design of Electron Beams, ' Van Nostrand, 1949, Chapter 10) is cited as possible of modification for application of the calculations. Effective currentcarrying area would be 2 to 5% of total surface. With 30,000v the area would be 2 to 5 sq m/kg of thrust. Rocket electrical neutrality might be attained by having half the emitted particles postively charged and half negatively

An electrostatically vectorable high thrust-density colloid source was developed and endurance tested for periods up to 2000 hours. The investigation of pulsed colloid thruster technology resulted in a demonstration of a feasible concept. Also, a breadboard high voltage supply for a pulsed thruster was built and demonstrated as well as a high voltage isolation valve to electrically decouple the propellant storage system from an individual thruster
