Abstract:

Larkin's report: In 1842, Commodore Thomas ap Catesby Jones. U.S.N., believed that Mexico had declared war on the United States. To protect United States interests, he sailed to Monterey and captured the Mexican garrison there. Jones learned that there was not war between Mexico and the United States. The next day he returned control of the garrison back to the Mexican authorities in Monterey. Larkin was concerned how the Mexicans would treat foreigners after the incident. He suggested the Mexicans would not treat foreigners unfavorably because they now knew they were within reach of the U.S. Navy. With copies of Jones' letter demanding surrender, the articles of capitulation, and the Mexican governor's response from House documents.
