Abstract:

"The Council on Environmental Quality (CEQ) offers this guide to assist Federal agencies in aligning the National Environmental Policy Act (NEPA) statement of policy in Section 101 and the analysis and decision processes of Section 102 with the elements of an Environmental Management System (EMS) when establishing, implementing, and maintaining their EMS. The Council on Environmental Quality (CEQ) recognizes the benefits of aligning the complementary processes of NEPA and an EMS and encourages Federal agencies to do so where appropriate"--P. 2. "This guide builds on research and consultations undertaken by the Council on Environmental Quality (CEQ) on the complementary aspects of the National Environmental Policy Act (NEPA) and Environmental Management Systems (EMS). It introduces issues and provides information on how NEPA and EMS can be aligned. This guide does not establish new requirements, does not constitute formal CEQ guidance, and its recommendations should not be considered legally binding"--Pref.
