Abstract:

"The Annapolis Convention, whose bicentennial we celebrate in September 1986, represented an important step in the quest for a more perfect union of the newly independent United States. The deliberations in Maryland's capital city in 1786 were intended to deal with troublesome commercial issues common to the thirteen states. The delegates quickly agreed, however, that those issues were consequences of the shortcomings of the Articles of Confederation and underscored the need for a stronger central government, one that could better insure the rights and freedoms won during the Revolution. They therefore issued a call to meet at Philadelphia on the second Monday in May... to render the constitution of the Federal Government adequate to the exigencies of the Union. Thus, the meeting at Annapolis led directly to the Constitutional Convention in 1787"--Introd.
