Recommending a physician for the Port of Washington [NC] "to prevent the introduction of contagious diseases; confirming that he understands this is an appointment to be made by the Governor; adding "I do not think that our present health laws are sufficient to answer the purpose fully. Our Legislature ought to amend them as almost every state in the Union has done within the last two years finding that their former laws on that subject were not effectual."
