Stanton, secretary of war, recommending "the remarks and project of a law submitted by the committee from the Corps of Engineers and the Corps of Topographical Engineers, in reference to increasing the efficiency of their branch of the military service;" "Project for increasing the efficiency of the engineering branch of the Army," signed by J.G. Barnard, major of engineers and brigadier general volunteers [and eleven others]; and "An act to promote the efficiency of the Corps of Engineers."
