The first conference of the Committee was held at Atlantic City in May 1940 at which time "it seemed too late ... for a 'Committee on Europe' and on Europe alone. It became as a temporary nucleus, without any further specification, a 'Committee, ' tentatively, 'of fifteen.'" At a second conference held at Sharon, Connecticut in August 1940, William Allan Neilson was elected chairman and G.A. Borgese, secretary. cf. p. 108-113. "First published in November 1940." |
