Topical headings include "Indications of Character;" "Consumption;" "Debt, Public;" "Foreign trade;" "Morals;" "Luxury;" and "Population."

Grenville's comments on "Justice" include reflections on "the crimes and miseries of the French Revolution" and on "revolutionary principles." His extensive discussion of "Production" is unsourced and may be original to him.
