Abstract:

As a new millennium beckoned, the drug-infested neighborhoods of Cabramatta remained a source of shame to the original Vietnamese immigrants and a lost cause to the rest of Australia. A 20-bed detox center was overwhelmed by more than 150 calls per day, while police crackdowns only made the heroin-dealing gangs more canny. Thang Ngo, who had arrived in Australia as a child in the 1970s, was elected to public office; inspired by a grade school's letter-writing campaign, he persuaded a parliamentary committee to investigate and address Cabramatta's woes. In this program Ngo, along with ex-addicts and their family members, explains how a community ravaged by substance abuse finally turned itself around.
