Abstract:

The collection consists of four series: Correspondence, the Stevens Commission, photographs, and biographical information.

The bulk of the correspondence concerns Willard's efforts in 1932 to negotiate an across-the-board ten-percent pay reduction on the part of the railroad workers nationwide. The correspondence and related materials were gathered by Willard's secretary, Charles Rausch. The combination of monetary deflation and decreasing rail traffic made it obvious that a general wage cut was needed to avoid potentially disastrous lay-offs. Although most railroad executives favored a permanent twenty percent cut, Willard lobbied hard and effectively for a ten percent cut, with full wages to be restored as traffic levels improved. With the backing of the Association of Railway Executives, Willard met with the twenty-one AFL and independent rail unions in Chicago in January, 1932. After seventeen days of meetings and negotiations, all twenty-one of the unions agreed to an eighteen-month ten percent wage cut.

The Stevens Commission, headed by John F. Stevens, a railroad engineer who had also worked on the Panama Canal, was appointed by the Committee on National Defense in 1917. Although formally names the "United States Railway Advisory Commission," it was popularly, and in Willard's correspondence, known as the "Stevens Commission." It left Washington, D.C., in May, 1917, to assess the condition of the Trans-Siberian Railroad and determine what, if anything, the United States could do to improve the situation.

The photographs include portrait shots of Daniel Willard, two photographs of his early days in railroading, and a photograph of the flowers sent to him by the Railroad Unions after he negotiated the pay cut.
