Abstract:

Since July 2012, government air strikes in opposition-controlled areas in Syria have reportedly killed more than 4,000 civilians, injured thousands of people, and destroyed civilian property and infrastructure. The evidence gathered by Human Rights Watch strongly indicates that 59 of these attacks were deliberate attacks against civilians or indiscriminate attacks, in violation of the laws of war. This report documents the unlawful air strikes. The deliberate and indiscriminate attacks appear to be part of systematic and widespread attacks against the civilian population that Human Rights Watch previously found to constitute crimes against humanity. In many strikes documented in this report, the Syrian Air Force used large, high-explosive munitions, sometimes destroying multiple houses in a single attack. Human Rights Watch also collected information on dozens of attacks involving cluster munitions, weapons that have been banned by most nations because of their indiscriminate nature, and incendiary weapons, which can cause particularly cruel injuries to both civilians and combatants.
