Abstract:

"The Congress is extremely interested in U.S. negotiating strategy policies, objectives, and the status of space weapons in the Geneva negotiations. The perceptions of the strategic defense initiative held by our allies are a matter of concern to many in the Congress and on this subcommittee. The accession of Mikhail Gorbachev to power in the Soviet Union raises many questions concerning the implications of this change of rule for United States-Soviet relations. Wioh respect to Western Europe, there remains interest in the progress made by NATO in addressing issues related to burden sharing and the conventional capabilities of the alliance. The problems facing the United States and European economies also appear to be affecting significantly NATO's policies, and the subcommittee wishes to know how the administration sees the relationship between these economic and political-military questions. The subcommittee remains concerned about the commercial problems between the United States and Western Europe, and it desires to know what measures may be under consideration to resolve economic issues such as the high value of the dollar"--Page 1.
