Abstract:

Consists chiefly of communications addressed by Dept. of State to diplomatic and quasi-diplomatic representatives of the U.S. assigned abroad. Four Blacks served as minister resident to Haiti: E.D. Bassett, 1869-77; J.M. Langston, 1877-85; F. Douglass, 1889-91; H.W. Furniss, 1905-10. Four Blacks served as minister resident to Liberia: J.M. Turner, 1871-78; H.H. Garnet, 1881-82; O.L.W. Smith, 1898-1902; E. Lyon, 1903-10. J.R. Spurgeon and G.W. Ellis, both Blacks, served as secretary of legation in Liberia in 1898-1909.
