Abstract:

"The Arctic is exceptionally vulnerable to hazards that trigger emergency response. The region's unique geographical hazards, combined with its low population density and lack of physical and communications infrastructure, pose significant obstacles to emergency response. The unique landscape and demography of the Arctic region plays a vital role in emergency management procedures and timelines. In order to discuss maximizing best policy practices aimed at combating the loss of life due to emergencies, the state of emergency management in the region must first be evaluated. A central mission of the Munk-Gordon Arctic Security Program is to promote innovative public policies based on our values of the full participation of northern and indigenous peoples in the decisions that affect their well-being. In order to have a discussion, there must be an understanding of the emergency management needs of Canada's northern communities. This paper aims to inform this discussion"--Introduction.
