Abstract:

"Last November, the Farmers Home [Administration] issued a proposed regulation which said that over a period of 4 years the farm and home plan [forms] would be scrapped and potential borrowers would be required to submit financial data and their plans of operation using a new set of forms called the coordinated financial statement, CFS for short. CFS consists of four financial statements backed up by 18 pages of schedules. Members of Congress began to hear complaints from farmers about the complexity of the new system and the difficulty in filling in all the blanks. There were complaints that Farmers Home was trying to act as if it were a commercial lender and there would no longer be a 'safety net.' Supervisors were no longer providing the financial and operational advice they once gave. The news media began to detail questionable activities about the purchase of the new financial statement system which was copyrighted and published by an Illinois firm"--Page 2.
