Abstract:

The role of the U.S. military presence in this region reflects a wider acceptance of the changing role that our armed forces are now playing around the globe. This form of engagement has become a critical component of a "smart power" approach -- the combination of "hard" military assets and "soft" diplomatic and development tools to most effectively advance U.S. security interests around the world. With an abundance of resources, the U.S. military has come to serve at the nexus of security and development in this dynamic period of global transformation. The recent creation of the Fourth Fleet in July 2008 as part of U.S. Southern Command (SOUTHCOM) reflects this approach.
