Abstract:

Cartoon shows Taft as a Middle Eastern ruler pushing a recalcitrant goat, labeled "Cannon" into the desert. House Speaker Joseph Cannon of Illinois, a conservative Republican, became an autocrat over time, gaining enough power to name the majority heads of committees. The insurgent Progressive Republicans split the vote in 1910, permitting the election of many Democrats to office. They smashed Cannon's power in the House. Keppler assigns the power of eliminting Cannon to Taft.
