Abstract:

Recounts the challenges, successes and lessons learned in the Residential Communities Initiative (RCI) program, the Army's pioneering effort to partner with industry to improve quality of life for soldiers and their families. The RCI program has provided over 27,000 new homes and nearly 23,000 renovated homes across 44 U.S. Army installations, and will eventually replace approximately 98 percent of the on-post family housing in the United States.

Historical Research Associates (HRA) prepared this administrative history of the U.S. Army's Residential Communities Initiative, covering the years 1996 to 2007. The history focused on the Army's partnerships with the private sector to construct military family housing on 40 installations throughout the United States. Research included the conducting and transcription of numerous oral history interviews, as well as research in RCI Office records and in the U.S. Army Corps of Engineers' Office of History collections. HRA also collected electronic versions of significant RCI documents to be included as an appendix to this report.
