She was appointed to serve as Assistant to the President and Director of the Office of Human Relations at the College of Charleston in 1972. Whipper became the first African American administrator and developed the College’s first affirmative action plan. With the support of members of the Charleston County delegation and the President of the College, she established the Avery Research Center at the College of Charleston.
