Abstract:

Mayor Otis Johnson was born on March 26, 1942 in Savannah, Georgia. He graduated from Alfred Ely Beach High School in 1960. He earned his A.A. degree in liberal arts from Armstrong State University. He was the first African American to attend and graduate from the university. In 1967, he earned his B.A. degree in history from University of Georgia. Johnson earned his M.S. degree in social work from Clark Atlanta University in 1969, and his Ph.D. degree in social welfare from Brandeis University in 1980. He worked for the Economic Opportunity Authority, Model Cities and Savannah State University before serving as Alderman of District #2 on the Savannah City Council. In 1988, he left to become executive director of the Chatham Savannah Youth Futures Authority. In 1999, he began a four-year term on the Savannah-Chatham County Board of Education, before he was elected Mayor of Savannah in 2003, serving two terms.
