"This paper describes how, in the author's view, the central question in Strategic Defense Initiative (SDI) research has changed from "Is space-based defense feasible?" to "Can we counter an enemy's space-based defense?" The author explains how recent rapid advances in technology have made space-based defense a real possibility and points out that the Soviet Union is conducting extensive research into space-based defense. He concludes that if the United States does not pursue SDI research, it could become vulnerable to a Soviet space-based defense."--Rand Abstracts.
