"It was not an uncommon thing for a boat to start up the river from Sioux City with 250 or 300 tons for the different Indian posts, and discharge at the various posts one half the cargo, getting receipts for the full amount called for on the bill of lading, and carry the balance to the depository at Fort Peck. This system of doing business will fully explain why Durfee & Peck ... can afford to carry the Indian supplies so very much cheaper than the men who are not in the stealing business."
