The memorial concerned expenditures of the New York Hospital for the relief of "distressed American seamen" which were not covered by its receipts from the Marine Hospital Fund.
The letter recommends increased appropriations for the Marine Hospital Fund.
Statement of the receipts and expenditures of the Marine Hospital Fund, 1802-1817: p. 5-6. The fund, established in 1798, was at this time administered directly by the Treasury Department, the Marine Hospital Service not having been established until 1870.
