In the face of continuing technological, social, political and economic changes, libraries are using increasingly sophisticated techniques to pursue their missions. As they do so, they have the opportunity to chart a more stable future by developing a better understanding of the constituencies they serve, and by designing their activities to meet the needs of these groups.
