Seymour's majority 10,981, or more than entire majority in the state[.] These election districts figure on our police books as containing two thousand seven hundred and forty-three groggeries, two hundred and seventy-nine notorious brothels ... one hundred and five policy shops, with gambling and dance houses to match, and also embraces the haunts of the murderers, robbers and incendiaries, who figured in the 'reign of terror, ' in July, 1863."
