Abstract:

H.R. 76, the National Employment Priorities Act has three basic parts: 1) It requires a business concern planning to relocate to give up to 2 years' notice to its employees and the community; 2) It provides assistance to the businesses threatened with dislocation if that assistance will help keep jobs in the present location; it provides assistance to workers, including retraining, due to plant relocations, and it provides assistance to affected communities who suffer a revenue loss as a result of the plant relocation; 3) It will deny certain tax benefits such as the investment tax credit, if an industry move is unjustified or if taking advantage of some of the benefits offered by this bill prevents job loss.
