Abstract:

"During the past several years, we have witnessed the rapidly expanding uses of satellite remote sensing data and the increasing awareness to the benefits which can accrue from applying this information on a worldwide basis. The successful demonstrations of the Landsat research and development program have paved the way for the realization in Government and the private sector that mechanisms must be developed to insure the continual availability of satellite remote sensing data for a multiple array of applications. The designation of NOAA by the President, as the managing agency of all operational civil remote. sensing activities, is a major milestone on the road to achieving an operational system. In assigning this new role to NOAA, the agency was directed to develop a transition plan in coordination with other appropriate agencies for moving to a fully integrated satellite-based land remote sensing program. Central to establishing this plan is the need to involve the private sector and seek ways to further private sector opportunities in the operational system.
