Abstract:

Hayes discusses his early years in a military family, education, serving with the marine corps in Vietnam, and going to graduate school. He continues with going to work in the General Accounting Office, studying federal power transmission, types of audits, working for the Legislative Analyst's Office, becoming Auditor General, becoming State Treasurer, learning about politics, the confirmation process, campaigning for election as Treasurer, and becoming Director of Finance. Major topics include demographics in California including immigration, California Constitutional Revision Commission and its recommendations on fiscal affairs, dealing with the press and media, working with Gov. Pete Wilson, leaving the Finance Dept. to work in the private sector, and his role during the Orange Co. bankruptcy investigation.
