Abstract:

The principal value of Montague's papers lies in their documentation of his political career from 1898 to 1912 and the insight they provide into the Progressive Movement in Virginia and national politics through Woodrow Wilson's election as President in 1912. After Montague's election to Congress in 1912, the papers have suffered considerable loss. However, his files on the Trading With The Enemy Act (1917) and the Cramton Bill for establishing a national colonial park in the Jamestown-Yorktown-Williamsburg area (1930) are especially informative.

Less well documented is Montague's early career up to 1898 and his non-political activities. A series of letter books (1897-1901) is excellent but unsupported by incoming letters. An incomplete series on the Carnegie Endowment for International Peace provides substantive information on that organization. His activities as trustee for both the Carnegie Institution of Washington and George Washington University, and as vice president of the Richmond Educational Association are almost unknown except for irregular meeting notices and responses. Only a few items indicate his membership and participation in the Virginia Peace and Arbitration League, the American Peace Society, and the Virginia Young Men's Christian Association. Routine administrative correspondence and some grade reports are the only records related to his teaching career at Richmond College.

Principal and noteable correspondents in the papers include: Lyman Abbot, R.L. Ailworth, Edwin A. Alderman, William A. Anderson, William W. Appleton, B.B. Blackford, F.W. Boatwright, Charles C. Burlingham, Nicholas Murray Butler, Harry F. Byrd, P.D. Camp, William E. Dodd, Charles W. Eliot, James T. Ellyson, Carter Glass, Albert Bushnell Hart, George F. Hoar, Eppa Hunton, Jr., William A. Jones, Robert M. LaFollette, S.C. Mitchell, Robert C. Ogden, Walter H. Page, J.C. Parker, General W.H. Payne, George Foster Peabody, John D. Rockefeller, Jr., Theodore Roosevelt, Elihu Root, Charles H. Ryland, James Brown Scott, Abram P. Staples, Claude A. Swanson, William H. Taft, James L. Tredway, Henry St. George Tucker, J. Hoge Tyler, Joseph E. Willard, Woodrow Wilson, and John S. Wise.

The papers are organized by the following series: I. Letter books, 1887-1901, Bx 1-2; II. Correspondence, 1854-1938, Bx 3-40; III. Veterans claims, 1918-1936, Bx 41-42; IV.
