Abstract:

The changing nature of work puts new demands on employee skills, but in the 'new economy' it may not be enough to focus solely on the supply of skills. Equally important is the extent to which workplaces foster and support employee development and provide opportunities for the utilization of skills. Family responsibilities affect employees' willingness to accept greater job responsibilities and to seek promotions. This report examines two human resource practices that could facilitate a balance between work and family: part-time work and the provision of 'family-friendly' work arrangements, such as flextime, telework, childcare and eldercare services. A preliminary analysis of employee and job characteristics of part-time workers and those utilizing family friendly workplace practices is presented in this paper. The study uses data from the Workplace and Employee Survey (1999).
