Abstract:

This monograph contains a collection of essays, most of which have been previously published, gathered without revision on the premise that they may gain value by being read in conjunction with one another. Topics include the global arms market and a practical approach to its control, relationships between economic and military policy instruments, similar links between economics and security in Central and Eastern Europe, the disjuncture between the "zones of peace" and the "zones of turmoil," and the new mercantilism of strategic trade policy. Four papers focus on Japan and China, and two focus on Western aid to Russia and Ukraine.
