Police Analysis and Planning for Homicide Bombings is oriented toward planning police operations in the public sector, but will be usable by other public officials as well as by some military and private sector police operations. It addresses police threat assessment of, vulnerability assessment to, defense against and response to attacks by homicide bombs. It begins with an essay on the distinctions between military and police operations and includes an examination of the U.S. counter terrorist policy and structure, assessment of explosive weapons of mass destruction and the terrorist ability.
