January 2004 marked the tenth anniversary of the repeal of Section 31 of the Broadcasting Act, under which for two decades journalists were prohibited from broadcasting interviews with spokespersons for proscribed organizations. This constraint affected RTÉ's coverage of Northern Ireland in particular.
