Resumo:
In response to a miner's question, Kennedy draws a parallel between West Virginia's current economic situation and that of his own home state of Massachusetts after the exodus of the textile industry there. Kennedy supports the Area Redevelopment Bill, the Coal Research Bill, the reduction of foreign trade barriers which restrict the import of coal into certain countries, federal aid to education, and an increase in defense contracts let to depressed areas. A miner then asks Kennedy what he thinks of economic aid being given to foreign countries when areas in the U.S. are so depressed. Kennedy answers that food surpluses should be distributed to depressed areas in the U.S., and that medical aid for the aged should be provided through the Social Security system. Furthermore, Social Security benefits are too low; the retirement age (i.e. the minimum age at which Social Security benefits can be collected) should be lowered for disabled workers, and for all men in areas of depression and severe unemployment.
